The Kennebunk Sewer District was established by an act of the Maine State Legislature in 1955. This act or "charter" of the district explains its purpose and defines its service boundaries. The purpose of the District is to preserve and protect the public health and welfare of the citizen's of Kennebunk and to protect the waters of the Kennebunk and Mousam Rivers. By Charter the Kennebunk Sewer District's service area extends west to include the industrial zone west of the Maine Turnpike, east to the Atlantic Ocean, north to Kennebunk River/Arundel Town line and south to the Branch Brook/Wells Town Line. From time to time the District's Charter has been amended to meet the needs of the Town of Kennebunk and the District.


The District is governed by a five person Board of Trustees who serve for staggered 3 year terms. Board members are elected in the June election which precedes Kennebunk's Annual Town Meeting. Monthly public meetings are usually held on the first Tuesday of each month at 7:00 PM in the conference room of the District Offices located at 71 Water Street in Kennebunk.. Agendas are posted at the Town Hall and Kennebunk Sewer District at least one week in advance of all meetings. Background

The Kennebunk Sewer District is responsible for meeting the sanitary sewer needs of Kennebunk Maine. The wastewater transport system is comprised of more than 35 miles of sewers and 26 pumping stations. Wastewater is received and treated at a 1.31 million gallon per day (mgd) secondary treatment facility before being discharged to the Mousam River. The District's Federal and State discharge license sets limits for many parameters including flow, total suspended solids, biological chemical demand, fecal coliform, and chlorine residual to name a few.



Currently, daily flows average approximately .750 mgd but vary widely during heavy rainfall and snowmelt events. Excess flows that enter the collection system at times can lead to the hydraulic overflow of the wastewater treatment facility which in turn may adversely impact the receiving water, the Mousam River. Fluctuations in flows are due to groundwater entering the sanitary sewer system from cracked or broken pipes, leaking manholes, leaking sewer service lines, foundation drains, roof drains, sump pumps etc. The District recently undertook a five year program to remove all groundwater entering the sewer system from properties served by the District. Each year approximately 550 customers were asked to make an appointment with the District to have their service inspected. Any sources of groundwater entering the sanitary system are either eliminated or re-routed to discharge it elsewhere. This program not only helps to eliminate the sewer bypasses and pollution to the Mousam River, but it will also help postpone and reduce the size and expense of the eventual upgrade to the treatment facility.



The District employs 11 full time people, and 4 part-time employees depending on seasonal needs. The treatment plant's hours of operation are from 7:00 AM to 3:30 PM Monday through Friday, business office hours are 7:30 AM to 4:00 PM Monday through Friday. In case of emergencies, the Kennebunk dispatch center will contact the person on call. The dispatcher can be reached at 207-987-6121 - 24 hours per day.
